STATE SAFETY INSPECTIONS ELIMINATED FOR 37,000 FLORIDA PUBLIC POOLS 
 There are more than 37,000 public pools and spas in Florida accessible by 19.5 million Florida residents and more than 100 million Florida visitors annually. These public pools will no longer be inspected for safety by Department of Health (DOH) inspectors except for water quality and deck equipment.  Records show there were 27,000 violations cited by DOH in the last year – consider the consequences if this many violations go unnoticed in the future.   
  Elimination of these inspections is a result of state legislative action that now prohibits the DOH’s longstanding involvement with aspects of public pool safety, particularly those aspects of the pool’s construction – structure, piping and equipment. It is an unintended consequence of a 2012 bill that passed, attempting to eliminate the duplicative efforts of the DOH and Florida’s building departments. However, once a public pool or spa is constructed and placed into service, building departments will not provide any routine inspections, nor will the DOH. Supervision of these pools will be left up solely to the pool operators and facilities.  Fences and gates, ladders, depth markers and GFCI protection will no longer be inspected by the DOH.       Language included in a building code bill to correct this problem was introduced into the 2015 Florida legislative session, but the amendment was not passed, due to early dismissal of the session and objections by several state legislators citing “too much government regulation.” Pool industry associations and professionals throughout the state do not agree are voicing their concerns that this action would result in unsafe public pools and spas, and have started an online petition to rally public support to convince legislators to reverse their position on this matter. Recent Study shows Florida second in the country in Swimming Pool Drowning Deaths.  Pool Fence and Pool Fencing in Tampa Bay saves lives

WASHINGTON, DC – From Memorial Day through Labor Day 2013, at least 202
  children between the ages of 1 and 14 drowned in a swimming pool or spa in the
  United States, according to media reports compiled by the USA Swimming
  Foundation.   Of those, 143 of the victims were children younger than age 5.
 
The latest media-reported figures are consistent with the U.S. Consumer
  Product Safety Commission’s (CPSC) annual Submersion  Report, and show that young children
and toddlers are especially vulnerable  to drowning.  Drowning is the leading
cause of unintentional death among  children 1 to 4 years of age and it is the
second leading cause of death for  children from 5 to 14 years old.
 “The time is now to turn the tide on child drownings,” said CPSC Chairman
  Inez Tenenbaum. “In warm weather states and indoor swim parks, pools are still
  open.  Let’s work together to prevent drownings by putting up barriers and
  having eyes-on supervision of children in and around the water.”

 CPSC’s national Pool Safely campaign reinforces important safety
  steps: fence all pools, stay close to children in the water, be alert, and
teach  children how to swim.

 Media-reported drownings show that during the summer of 2013, the following
  states suffered the largest number of pool and spa drownings involving children
  younger than 15 (figures may not account for all fatalities):

  3. California (23)

  4. Ohio (11)

  5. New York (11)

  6. Arizona (10)

  7. Pennsylvania (9)

  8. Tennessee (8)

The Pool Safely campaign provides information on the simple steps that
  parents, caregivers, and pool owners should take to ensure that children and
  adults stay safe in and around pools and spas:

  • Never leave a child unattended in a pool or spa and always watch your
      children closely around all bodies of water.

  • Designate a water watcher to supervise children in the pool or spa. This
      person should not be reading, texting, using a smart phone, or otherwise
      distracted.

  • Learn how to swim and teach your child how to swim.

  • Learn how to perform CPR on children and adults.

  • Keep children away from pool drains, pipes, and other openings to avoid
      entrapments.

  • Ensure any pool and spa you use has drain covers that comply with federal
      safety standards, and, if you do not know, ask your pool service provider about
      safe drain covers.

The Pool Safely campaign was launched in 2010 to raise awareness about
  pool and spa safety, as mandated by the Virginia Graeme Baker Pool and Spa
  Safety Act. The campaign has increased its focus on populations most at risk of
  drowning. African American children between the ages of 5 and 19 are six times
  more likely to drown in pools than white and Hispanic children that age,
  according to the Centers for Disease Control and Prevention.


Data from USA Swimming indicate that 70 percent of African American children,
  60 percent of Hispanic children, and 40 percent of white children cannot swim. 
  Children who cannot swim are more likely to drown.

Near-Drowning in East Lake Prompts Pool Safety Campaign

A 3-year-old girl nearly lost her life in an East Lake community pool earlier
this month. Now, local organizations are teaming up with the hope of preventing future pool accidents in East Lake. 
Representatives from East Lake Fire Rescue, the Safe Kids Coalition and
Florida Safe Pools will be visiting about 50 homes in the Brooker Creek Villas
subdivision on Tuesday, July 23 to spread awareness about pool safety.
They'll be going door-to-door to let residents know how to keep kids safe.
"We're trying to get face-to-face with everybody there," said East Lake Fire Rescue Chief Tom Jamison.
The toddler, who is from New York, was visiting her grandparents with her family. They were at the community pool on July 14 when the little girl was found under water. Jamison says it happened very quickly.
"They looked one minute and she was fine. They looked the next minute and she was at the bottom of the pool," he said.

It's estimated she was under water for about 30 seconds. The toddler's father performed CPR on his daughter and she was alert when East Lake firefighters arrived. However, she was flown to All Children's Hospital because of complications. She has since made a full recovery and is back at her home in New York.

With school about to let out for the year, here’s some startling information
for parents that you’ll want to hear. Florida has the highest number of drowning
related deaths for children under 5 and since May is National Water Safety
Month, first responders want to get the word out on how to play it
safe.
It might seem like a fun day at the pool, but experts said if
you’re not careful that fun could quickly become tragedy.

According to the state health department, enough children to fill three or four preschool
classrooms won’t live to see their fifth birthday and that’s just in Florida.

 Last year 45 people drown in Orange County. First responders said half were
children under 5 years old. In the first five months of this year, there have
been 10 drowning deaths.
“Anytime you have kids in the pool, never leave them unattended no matter
what,” said Lt. Eddie Brown from Orange County Fire Rescue.

 Lt. Brown said parents should always keep doors leading out to the water
locked and know CPR just in case there’s an emergency.

 He also said parents should keep a phone close by when supervising children
in the water.
 “A lot of the drownings we have seen with kids, that’s the number one thing
that we hear. The parent got a phone call and they just ran in the house to
answer the phone,” said Brown. “A lot of people also look at drownings as pool
or the beach. But there are a lot of things around the home that also contribute
to drowning deaths.”

 In fact, an infant can drown in just one inch of water. So if it's bath time
or not, first responders said never leave any water unattended in your home and
always stay within arm’s reach. Also, you can help by talking to your family and
friends.

 “The best way to prevent drowning is to bring awareness to it,” said
Brown.

 You can also buy an area entry detector for the pool area. You install it on
the door or gate and whenever someone opens it, an alarm will sound letting you
know if a little one is headed near the water.
